1.はじめに最近の経済状況低迷による電力需要の伸びの停滞、電力自由化や原子力の社会受容性の低下が相俟って、原子力発電を取り巻く状況は厳しくなっている。とくに1999年9月30日に発生のJCO事故、さらには1昨年のいわゆる東電不祥事問題などで、ここ数年原子力の安全性への社会の目は厳しくなり、原子力規制では原子力防災体制を強化するとともに、一連の原子力発電所の保守管理への規制強化が行われている。とくにJCO事故後、全国の原子力施設立地地域にあまねくオ フサイトセンターが設けられ防災専門官が常駐するようになった......
